歷史為鑑!美國總統健康問題對美股影響不大

素有「多頭總司令」的美國總統川普美東時間週一 (5 日) 晚間正式出院,儘管川普病況仍存在變數,但回顧歷史,美國總統的健康問題對美股影響不大。

隨著川普出院消息傳出,美股揮別上週末拋售潮,週一強勁反彈。白宮醫療團隊表示,川普並未完全康復,但達出院標準,對川普未來病況抱持謹慎樂觀的態度應對。

CFRA 首席投資策略師 Sam Stovall 週一 (5 日) 一份報告中指出,回顧過去 101 年以來,在美國總統重病和死亡的打擊中,美股通常很快就能恢復過來。

Sam Stovall 指出,前總統沃倫哈定、羅斯福和甘迺迪以及其他總統健康出現狀況或傳出死亡的消息時,道瓊在短短幾天內下跌 3% 或更少,甚至還會上漲的情況。

Sam Stovall 稱,目前僅只有前總統艾森豪 1955 年心臟病發和 1956 年診斷出患有克隆氏症,美股才出現了超過 5% 的持續數月的下滑。

Pantheon Macroeconomics 首席經濟學家 Ian Shepherdson 近期研究報告寫道,川普健康是否會對選舉產生實質性的改變,目前還沒有定論,但從數月民調結果來看,拜登獲勝是最有可能的結果。

Ian Shepherdson 還認為,川普健康問題也不太可能提高在大選前通過新一輪經濟刺激法案的機率,因為股市是代表經濟而非政治的晴雨表。

還在接受新冠肺炎治療的美國總統川普一返回白宮堅持投入競選活動,周二 (6 日) 表示自己已經準備好參加下一場電視辯論會,民主黨對手拜登回應,假如川普還有病毒,就不該舉行第二場辯論會。

拜登表示,10 月 15 日在邁阿密舉辦的第二場辯論會,必須按照嚴格的公衛指引執行,因為新冠肺炎已經感染太多人,是個「非常嚴重的問題」。

拜登說:「如果他 (川普) 還染有病毒,我們就不該辯論。我不確定川普總統的狀況,不清楚他現在的狀態。我期待和他辯論,但一切要在合乎指引的狀況下舉行。」

川普競選活動發言人 Tim Murtaugh 回應說:「川普總統將會健康的出席,拜登永遠不會脫離困境,他在媒體上的保護者也無法掩護他。」

接受病毒檢測呈現陽性結果的患者一般需要隔離 14 天,而川普在上周五 (2 日) 宣布自己確診。

74 歲的川普住院三天後,於周一回到白宮,但白宮和川普的助手正被新冠肺炎包圍,根據周二最新消息,白宮高級政策顧問 Stephen Miller 確診。

77 歲的拜登周二再次接受病毒檢測,結果仍為陰性。

拜登支持率持續領先川普,路透 / Ipsos 在 9 月 29 日至 10 月 5 日進行的全國民調顯示拜登領先 5 個百分點,但在關鍵搖擺州的領先幅度正在縮小。

美國副總統彭斯 (Mike Pence) 和民主黨對手賀錦麗 (Kamala Harris) 的辯論會將在當地時間 7 日晚間於鹽湖城登場。美國疾病管制預防中心 (CDC) 周二表示,彭斯參加辯論是安全的,他和川普在內染疫的人士沒有密切接觸。

週一 (5 日) 美國總統川普推文表示,他健康狀況良好即將出院,結束為期三天的新冠療程,這緩解了人們對大選前更多政治不確定性的擔憂,激勵美股尾盤大漲。

川普週一推文表示:「我將在週一晚間 6 點半 (台北時間週二上午 6 點半) 離開醫療中心。」

川普稱:「目前感覺很好!不用害怕新冠肺炎 (COVID-19),別讓病毒主宰你的生活。在川普政府領導下,我們研發一些非常棒的藥物並拓展知識面。我感覺身體比 20 年前好多了!」

白宮醫生 Sean Conley 週一受訪時表示,川普已達出院標準,但尚未完全康復。

Sean Conley 稱:「過去 24 小時內,總統病情持續改善,他已達到或甚至超過所有出院標準。」

Sean Conley 提到:「儘管總統可能尚未完全康復,但我和醫療團隊都同意所有的評估結果。重點是總統臨床報告顯示他可出院回家,並得到世界一流的全天候醫療照顧。」

Sean Conley 警告川普病情仍可能會發生變化,但白宮醫療團隊所有人都抱持謹慎、樂觀和警戒的態度。

川普上週日 (4 日) 曾短暫放風乘車離開「華特裡德國家軍事醫學中心」,向留守院外的支持者揮手致意,力證自己病情轉好。但此舉也引發外界批評,川普將身邊人置於危險之中,車內除川普外的所有人都應該隔離 14 天。

川普對此推文抱怨:「有些媒體對此感到很失望,就是因為我坐在一輛安全的車,向那些在院外站好幾個小時,甚至好幾天的支持者們表達謝意。但如果我不這樣做,媒體又會說我很無理!!」

白宮發言人 Judd Deere 回應,車內相關人員都採取適當的預防措施,以保護總統及院外所有支持民眾,並且經過了醫療團隊的確認,這是可以安全進行的。」

川普有過度治療風險?

上週川普證實確診後出現突然出現疲倦、呼吸困難等症狀,接著被緊急送至沃爾特里德國家軍事醫學中心進行治療,由於現年 74 歲的川普是新冠肺炎重症的高危險群,入院病徵狀況引起全球關切。

此期間一度傳出川普病情惡化,血氧濃度兩度下降,白宮醫療團隊稱,川普先後使用 Regeron (REGN-US) 抗體雞尾酒療法、吉利德 (GILD-US) 的瑞德西韋 (Remdesivir) 以及地塞米松 (Dexamethasone) 等藥物治療。

由於地塞米松 Dexamethasone 僅對新冠重症病患適用,外界一度質疑醫療團隊堅稱「川普情況很好」的說法。此外,醫療專家表示,川普還有被過度治療的風險。

前巴爾的摩市公共衛生專員溫麟衍還指出:「我確實治療過很多被認為是 VIP 的病患,這些病人希望得到最好的治療,但這往往導致他們得到過度治療,這是有風險的。川普很可能是唯一接受這三種療法的新冠病患。

特朗普料迅速康復 美媒指靠3藥齊下

美國總統特朗普上周確診感染新冠肺炎,以他74歲高齡加上肥胖,病況本來令人憂慮。但經過一個周末留院治療,醫生預期特朗普最快可以星期一出院,康復進度較大部分人都快。美國傳媒披露,特朗普今次治療是三藥齊下,相信是他得以大大縮短治療時間的原因。

美國有線新聞網絡(CNN)報道,特朗普今次治療用上了3款療法,分別是生物科技公司Regeneron的實驗性雞尾酒抗體療法、抗病毒藥物瑞德西韋(Remdesivir)和皮質類固醇藥物地塞米松(Dexamethasone),同時還輔以供氧和其他補充劑。

  • 雞尾酒抗體療法

報道介紹,Regeneron的雞尾酒療法取名REGN-COV2,選出新冠病毒中和後的兩種抗體,於今年6月開始臨床測試,上周二公布對275名非住院患者的測試數據,顯示療法安全,可以減少病毒水平和改善病徵。但數據僅透過新聞稿發布,未經測試藥物常見的同行評審(peer-reviewed)。

療法被認為對那些無症狀患者的效用顯著,能夠減少他們的求醫需要,接受測試的患者當中,沒有人病況惡化至需要住院。

根據白宮上周五公布,特朗普接受了8克劑量的REGN-COV2注射。不過,療法暫時未獲美國食品及藥物管理局(FDA)正式批准投入使用,今次供特朗普使用只是應特朗普醫生的要求。

American politicians and world leaders alike have wished Trump and his infected wife, Melania, a speedy recovery. But the diagnosis brings to the fore the issue of what happens to the election if a major-party candidate falls seriously ill or even dies.

Here are five things to know about possible outcomes for the administration if Trump cannot continue serving, as well as how the presidential election might look with an incapacitated candidate.

What happens to Trump's presidential duties if he is too ill to do his job?

Under the 25th Amendment to the U.S. Constitution, Vice President Mike Pence is first in line to take over as acting president if Trump no longer has the capacity to carry out his duties -- from nominating Supreme Court justices to commanding America's military forces and nuclear arsenal. House Speaker Nancy Pelosi is next in line under federal law.

A written declaration for this purpose must be transmitted to Congress by Trump -- or, if he is too sick to even do that, by Pence and a majority of either Trump's cabinet "or of such other body as Congress may by law provide."

To return to his duties, Trump must write to Congress again.

Could such an event delay the election, which falls on Nov. 3 this year?

"No, this will not cause a delay in the election, the date of which is required by federal law," Rebecca Green, co-director of the Election Law Program at William & Mary Law School, told Nikkei Asia.

Congress does have the power to amend the law and select a different election day. But its House of Representatives, currently under the Democratic Party's control, is extremely unlikely to do so for Trump.

The U.S. has never delayed a presidential election before, even in wartime.

If a presidential candidate is deceased or incapacitated before the election, does he stay on the ballot?

Each party's national committee has the power to replace its candidate on the ballot.

But this close to the election, with early and mail-in voting already underway, "it seems impossible for candidates to come up with a new name to replace a name on the ballot without starting the whole election process over," argued Rick Hasen, professor of law and political science at the University of California, Irvine, on his Election Law Blog.

"While things are not certain, what's most likely that the election would take place on time with the deceased or incapacitated candidate's name on the ballot," Hasen wrote.

How would a candidate's incapacitation or death affect how Electoral College electors cast their votes?

After Americans cast their votes for president, members of the Electoral College formally vote in December for the candidate who won in their respective states.

"The question becomes whether state law gives Electoral College electors the ability to vote for someone other than the winner of the popular vote in their state," William & Mary's Green said.

In certain states, electors are legally bound to cast their votes for the popular winner in their state -- a rule upheld by the Supreme Court this July. But the ruling "did not resolve whether electors could constitutionally vote for someone besides the popular winner in their state in the event that person dies after the election but before the Electoral College votes," Green said.

New York University constitutional law professor Richard Pildes holds that even in states where electors are formally bound to vote for a dead or incapacitated candidate, they will vote for the replacement identified by the party committee.

What are the implications of different electoral vote scenarios?

"If the RNC [Republican National Committee] were deeply divided, and Republican electors then did not coalesce around a single replacement candidate, there might not be a majority winner in the electoral college," Pildes wrote in a Washington Post analysis. "In that case, the House would choose the president from among the top three vote getters in the electoral college. In that process, each state delegation gets one vote."

UC Irvine's Hasen thinks that in the event Trump can no longer serve, the flexibility of the Electoral College "could lead to a whole lot of mischief if, say, the Pennsylvania Republican legislature tried, over the Democratic governor's objection, to appoint electors to vote for Pence" despite a vote by the people of Pennsylvania for Biden over Trump.

Trump’s coronavirus diagnosis will increase mask wearing: Jim Cramer

CNBC’s Jim Cramer on Friday downplayed the stock market decline on President Donald Trump testing positive for the coronavirus, suggesting investors may want to consider buying on pullbacks.

“I’m not saying this is much to do about nothing,” Cramer said on “Squawk Box.” “I am saying that people should have a buy list ready.”

Stock futures were sharply lower Friday morning as Wall Street digested the news that Trump and the first lady, Melania Trump, tested positive for the coronavirus. The president wrote in a tweet early Friday morning, “We will begin our quarantine and recovery process immediately. We will get through this TOGETHER!”

Equities dropped in early trading but pared some of those losses in the afternoon on hopes for a stimulus agreement.

The Trumps’ positive tests came hours after White House advisor Hope Hicks also tested positive for the coronavirus. Hicks had traveled on Air Force One with the Trumps to Cleveland for Tuesday night’s first presidential debate. 

Vice President Mike Pence and second lady Karen Pence have tested negative for the virus, the White House announced Friday morning.

Cramer wished the Trumps a fast recovery and stressed the environment was not “business as usual.” But he added, “I do believe there will be many stocks that will initially go down, like a Tesla —  by the way, we had deliveries that were better than expected —  and then they can rally.” 

“I think that can be like a Ford Motor, where I believe the numbers are going to come in better, and I would be looking to buy something like that,” the “Mad Money” host also said. 

Cramer said he hopes the president’s coronavirus infection convinces more Americans to wear masks to prevent the spread of the virus, which could have benefits for the U.S. economy.

Cramer noted Trump has largely eschewed mask-wearing during the pandemic and earlier this week chided his Democratic rival, Joe Biden, for how frequently he wears a mask.

Biden on Friday morning wished the Trumps well.

“Masks are the only hope we really have, particularly indoors,” Cramer said. “Maybe the notion that you’re somehow ‘not tough’ [if you] wear a mask goes away.”

“If you try to reopen the economy aggressively without masks, without more discipline on social distancing, well it’s going to fail,” Cramer added. “I think that’s really the ultimate takeaway of what happened with the president being infected with Covid.”
